Console might have a limitation due to their own configuration. But actualy, on pc, the limitation is much higher but you must consider that since the game's graphics are much better than the previous game, huge maps might not run on every computer and so are pretty much not usable for a comunity server.
And since all servers will be host by Nadeo (as I heard it from the CEO himself) The limitation even on pc make sense but will be probably high anyway.
